You could argue the same with what happened in the 1968 Masters, to Lexi Thomson and Dustin Johnson. All broke the rules, but were seen by the public as stupid rules. The same with Ricky Fowler who hit his ball in the water, placed his ball and was penalized again for the ball rolling into the water again.
Granted all the rules are different scenarios, but really all have no bearing on the actual competition. It's like having a rule where a competitor concedes a 6 inch putt, but the person putts it anyway and misses the putt and having a rule say you're penalized for the missed putt and not picking up. You were an idiot for putting when you could've picked up.
Technically the rule would be correct, but is seen as insignificant in deciding the match.
