Not the same at all.
Annika played out of turn. Not even remotely close to this.
All the same in that they're all technicalities IMO. Putts that should've and would've been conceded but weren't. Lee thought she heard 'good' and acted too soon in picking up her ball and Sergio not looking up and getting the pick it up signal from Kuchar before raking his putt.
This is what people who are casual fans of golf find frustrating. Too many insignificant rules that in the grand scheme of things don't matter to a hill of beans.
And Annika playing out of turn was another example of 'lets win on a technicality'. Technically correct as far as the rules, but common sense needs to take precedent in these situations IMO.
