Exactly. They could easily add definitive language in a situation like that to prevent the practice of backstopping happening, if they're that anal about it.
I don't like the practice myself, and I think it's laughable that "speeds up play" is used anytime it does happen. In fact, it's the only time I'll hear a player even reference pace of play! LOL
Speaking of which, there's no enforcement of pace to start with. Why? Because it's a gray area. Why is it a gray area? Because it's seldom enforced, and on the rarest of occasions when it is enforced - it appears selective versus being equal across the board.
Same with the anchored putting stroke by a few guys on the Champions Tour.
Why have rules if they're not definitive, seldom enforced, or aren't being applied equally?
